I was a one time landlord in Baltimore City . We thought buying houses, fixing them up nice was a good investment
WRONG. These people are animals. AND as a landlord, you have NO rights
Sold the properties and never looked back.
Have two on the farm now and have nice tenants
Anyone that would want a "HUT" for the homeless in their backyards is clueless
After five years you get to keep it!
Yea right, All they would be good for would be practice burns for the VFD and or test centers for chemical companies to test new products on roach and bedbug elimination

I have an idea. Park them in the county owned parking lots. Bet you can squeeze a bunch of them in the county courthouse or admin lots.

Yep HBHR Just another example of the city leaders "Knocking them out of trees and putting shoes on em"
It's not a real world solution to an age old problem
Like you said "start with the mayor and city council and lead by example
Fill their yards up with shanties and cardboard thunder mugs.
Don't visit this social engineering experiment on innocent land owners.
I would suggest maybe "a boat heading West till all their hats float.
