started my car for the first time yesterday ( in storage for winter)and the low tire pressure waring light came on,so i re sinked the sensors with the tool ,and right when i shut off ignition and turn back on the light is back on,without the car even moving,i know the tires or tire could be low ,its been sitting all winter, but i though the car had to move ,for it to pick up a low pressure symtom .

Those TPMS vary in how they operate. If I were you I would simply check the air pressure in all the tires with a good electronic tire gauge and of course adjust any tire that needed it. Then go ahead and drive the car. If the TPMS is still lit then maybe a sensor battery has failed and the sensor will have to be replaced. I think the sensor batteries only last about 5 years. I've often wondered how some of those sensors work. Some systems are one-way meaning that the main unit only gets signals from the sensors and the sensors don't get get any signals from the main unit but some systems are two-way in that the main unit can tell the sensors to respond and then when the sensors send out a signal the main unit can see what they send. And of course after market TPMS can tell you the pressure and temperature in each tire so if I tire is low you can see exactly which tire and how low or even if the pressure is too high.

Also depends how cold it is outside. If it's really cold out it can set off the warning. When I had my subaru i was told once the sensor goes off you have to drive a few feet to shut it off after adding air.

The Mustang owner's manual says it may take up to two minutes of driving over 20 mph for the warning light to go off after adding air.
